Changes in the Divine Plan:
The Case of the New Governments – Part 1/5
I think that we believe that because something is part of the Divine Plan it never changes. But elements of the Divine Plan do change.
I think the point is more that the Divine Plan cannot be successfully resisted.
SaLuSa gives a sense of the subtlety of this point when he says “it was at a higher level [than your ability to create and the exercise of your free will could impact] that the divine plan was conceived and it will not change except for divine intervention.” (1)
The Divine Plan will not change as far as our functional competence is concerned, but it can and will change as far as the Divine’s is concerned. In fact, Mira the Pleiadian tells us that the “divine plan for the Earth … changes minute by minute.” (2) But it is the Divine who changes it – and the representatives of the Divine in the highest universal councils – not us.
Perhaps I can illustrate the point by looking at the plan for new government arrangements, Some years ago, the plan was to have all the governments resign and new governments take their place. But that appears to have changed in recent times in some respects, as a result of the election of president Obama, the replacement of mass arrests with containment, and the rising energies on Earth.
The Old Plan
For years the conventional wisdom has been that we’re awaiting the fall of the present governments and that new governments will be put in their place. We can see this line of discussion in many of the channeled messages we received in former years.
In December 2003, Matthew was saying that:
“NESARA’s announcement will be followed immediately by the enactment of its provision that all current government officeholders must submit their resignations and be replaced with the honest individuals already appointed to serve until a legitimate election.” (3)
On July 2005, Matthew Ward was saying: “We know your patience is exhausted waiting for NESARA to come and with it, the resignations of the US president and his administration.” (4)
In 2012 SaLuSa was talking about a complete overhaul of government.
“[People] will not yet see [a major change] coming through the present world governments, as there needs to be a complete change within the administration and personnel before it can go ahead.” (5)
In April 2011, he talked about new governments.
“Because of these problems, it is planned to shake up the whole political establishment and eventually do away with party politics. Too much time is wasted on confrontation and decisions made for political gain, instead of doing what is best for all people.
“Changes will ensure that only those politicians that sincerely desire to give their time for the betterment of their people, will be appointed to positions within a new government.” (6)
“When the governmental changes are made, as they will very soon, you may be sure that only those who are spiritually motivated will be reappointed.” (7)
In Jan. 2012, SaLuSa again talked about new governments.
“You will find that once there are new governments and the old guard can no longer carry any authority, many benefits will start coming along.” (8)
In Feb. 2012, he talked about putting provisional governments in place.
“Now that the sorting out of people who are not fit to serve you has begun, it will extend to all areas of life. Politicians are by and large unreliable and prone to break their oath to serve you the people.
“They are already under scrutiny and will soon be subject to removal where they have committed criminal acts.
“Provisional governments will be put in place where necessary, and control will be given to those who have proved worthy of such responsibility. We do not expect much resistance to the changes, as we have the absolute proof we need to go ahead and there can be no argument about it. If necessary, we can go back in time to prove a point, so you will realise why we can be so confident. It means that we do not have to resort to force to accomplish our goals.” (9)
That was still his message in June of 2012. “We … wait for the new Governments to be put in place, with representatives that will truly work for the betterment of Mankind.” (10)
This discussion of new governments went side-by-side with the discussion of mass arrests. Here is SaLuSa in Sept. of 2012:
“So much is happening, but we are not always at liberty to give you the details. It must be sufficient to say that we are well in control and our allies are close to commencing a series of actions that will show everyone that we mean business. No longer will we put up with being obstructed, and we will quickly deal with those involved. …
“You are looking at weeks, rather than months, for the mass arrests to take place. However it is a big operation that cannot start until everything is in place. Having come this far we want it to run smoothly, with as little trouble as possible.
“The Arms Industry … shall answer for their involvement in the wars, as will any member of the Forces who have engaged in crimes against the people. Many atrocities have taken place that you are unaware of, but the truth cannot be concealed.” (11)
In Sept. 2012, he was still discussing the notion of rounding up the dark controllers.
“When we need to we can zoom in on any person wherever they are, so there is no hiding place for the dark Ones. When it is time to bring them in we shall waste no time in placing them where they can no longer obstruct the process of Ascension.” (12)
Even after 21/12/12, SaLuSa, was still putting forward the idea of replacing the old governments.
“Your present government, along with others largely in your Western World, are near to being replaced and it is an important move that will enable so many other things to go forward. They cannot handle the present crisis brought about by the collapse of a number of banks, and the corrupt systems used by them to bolster their own profits through false trading.” (13)
Moreover, as late as March 2013, Sheldan Nidle’s sources were saying that “your sacred secret societies and their allies [are completing] a legal takeover of a number of your major governments. (14)
Later in this series we’ll discuss why the plan to make mass arrests was dropped. But for now, I’d like to concentrate on the idea of collapsing the old and bringing in new governments.
The New Plan
However, as early as Feb. 2012, Matthew Ward was promoting what sounds like a new idea of the weeding out of Illuminati from government rather than the complete overthrow of government:
“Within the months ahead, governmental shake-ups will weed out Illuminati members or those acting under their control, and persons with moral and spiritual integrity will step in. The nascent governments born in the ‘Arab Spring’ will become stabilized and tyrannical regimes will fall.” (15)
Wanderer of the Skies, at this time, was also talking in terms of weeding out the corrupt.
“You have much to look forward to in these coming days as more and more dominoes fall at a much greater and accelerating pace. Already, you are beginning to see the turn of fortune occurring on the financial front.
“This will be followed quickly by the media, where many will begin to pay for their crimes and many more will turn towards open, honest, and investigative reporting.
“This, in turn, will be followed by a move to “clean house” with your political leaders and the stepping forward of those who consciously have begun to awaken within the halls of power in your many governments to set straight their role as stewards of society.” (16)
By March 2013, SaLuSa was softening the tone of his comments about governmental reform. Rather than talking about the fall of the old governments, he now was talking about “governmental changes.”
“The real answers to your problems are relatively simple, but finding the right people to introduce them is not so easy. You will have to look to massive changes that will accompany the Governmental changes, and then all things will be possible.” (17)
Also by March 2013, commentators like Matthew were telling us that the NESARA provisions for the resignation of all governments no longer apply.
“The provision of NESARA that calls for the resignation of the entire US government no longer applies. The act was written more than a dozen years ago when the president was a top-ranking Illuminati—he is among the defectors who became active lightworkers—and almost everyone in Congress was either a member or under the control of Illuminati outside the government. Rejoice with us that this is not the case today!” (18)
This is a definite change in the Divine Plan and tomorrow we’ll begin to look in more depth at the factors that may have caused the change.

What are some of the factors that changed the plan? We cannot know them all and these are just my guesses as it is. But here are some surmises on what changed the Divine Plan for new governments.
The Election of President Obama
So many of us believe that the President is corrupt but the Company of Heaven tells an entirely different story about him. (1) I prefer the version given us by these higher-dimensional beings.
The election of a President who’s committed to overturning the Illuminati eliminated the problem presented by many previous presidents, as Matthew attests:
“When [the NESARA legislation] was written, the US president and his closest advisers were Illuminati members or under that ‘umbrella’ group’s control. One provision of the Act calls for their immediate resignations upon the televised announcement of the legislation’s enactment, and a related provision provides for that announcement.
“Neither of those provisions is applicable now. The incumbent president is one of the principals in the Golden Age master plan that has its basis in NESARA; and Illuminati interference prevented the requisite legal compliance within the timeframe covering those resignations. When that window of opportunity expired, another route leading to the same ultimate goal in the same timeframe was undertaken, and developments along this route have been steadily proceeding ever since.” (2)
He predicted that Obama would not flag in his resolve to overcome the Illuminati.
“Obama and the members of Congress who share his vision will tenaciously pursue the liberation of their government from those self-serving ones who wish to keep it under their control.
“This is not unique to the United States, it is happening in countries throughout your world. What is occurring behind the scenes within and among governments will result in triumph for all light-filled peoples, and the dark ones in ruling bodies and every other organization that impact life on Earth will disappear.” (3)
Not only are Obama in front of the cameras and other politicians behind them fighting the Illuminati but the starseeds and other lightworkers who volunteered to come are delivering on their promise to end the rule of the Illuminati as well, Matthew says.
“The soul essence of Obama is expressed in his words, and you may remember that he wisely said to believe in yourselves. When you eagerly ‘raised your hand,’ so to speak, you knew that you would experience the deception and corruption in politics, laws and the socio-economic strata, and you incarnated specifically to free your world from the destructive nature of that divisiveness and inequity.
“And you are doing it! In villages and towns, cities and metropolises worldwide, the energy of the populace is breaking down unjust systems that have been making the wealthy wealthier and the poor poorer, and there is growing impatience to accomplish profound changes. This, too, is in response to the higher vibrations of intensifying light, and so is the desire for peace that underlies the growing discord even within military personnel.” (4)
Matthew continues to support President Obama today and offers insights into why he does certain things that seem to us misguided, like signing the Monsanto Protect Act.
“As for the Monsanto Protection Act, Illuminati spokespersons told the president that if he vetoed it, Congress would override it. Furthermore, they would intensify their efforts to overturn the Affordable Healthcare Act, block legislation that could relieve some immigration issues, and doom attempts to resolve international conflicts by rational discussions instead of belligerent confrontation.
“That is the ‘down-to-Earth’ reason, you could say, that Obama signed the bill, but there is another facet of this that the Illuminati bloc doesn’t know. Despite their threats, the president was not going to sign the Act—he did so because ETs close to him advised it. Their higher perspective was that citizens’ outrage at this insidious bill needs to motivate them to force its nullification. (5)
There have been a number of events that have been allowed to happen in order to arouse us. The signing of the Monsanto Protection Act was just one of them, Matthew says.
“The people must exercise their right and responsibility to demand that their elected officials end stubborn partisanship, stop letting lobbyists’ money dictate their votes on legislation, and start serving the best interests of the country.
“By no means does this apply only to the United States! Governments in every country must start serving the needs of their people because this goes to the very heart of Earth’s Golden Age and soul evolvement!” (6)
Acts such as this one will be easily overturned when governments are cleansed. Tomorrow we’ll look at another factor that may have caused this change in the plan.

Containment is a policy administered by the celestials by which recalcitrant souls in major leadership positions whose actions are causing significant harm are placed in light boxes where they’re bombarded with love, except when they do something harmful.
Archangel Michael described the process of containment early in July of 2012.
“We have a process that you do not understand, because you tend to think in terms of your reality on Earth, of course.
“But you can think of it as a process of containment and of restraint so that these beings are restrained and contained, and for all intents and purposes, for your purposes and references, they are taken out of action.
“Or the actions that they are permitted to participate in are mostly illusion, and they do not affect the collective. In fact, if anything, they simply bounce back at the individual.
“Each of you is fully aware of the bubbles and the shields within which you operate. And the purpose of those containers, or those layers of protection, which we have spoken very often of, is that nothing that is less than love is allowed to penetrate.
“But we have never spoken to you, or we have not spoken in such a public forum, let us put it that way, of putting restraints or containers around those who do not wish to contribute to the growth and the evolution and the shift of Gaia and of the human race.” (1)
He described what containment was and how long the dark figures would remain in it.
“Think of a box, think of a storage box. Think of a box that you see coming off the large ships, containers. Only these are containers of light, these are containers of pure energy, these are containers of love.
“And the individual – or the group, by the way, because there are several where we have simply put an entire group; it is easier that way, and more rapid, by the way – we are placing these beings in containers of light and love.
“Their energies that may be disruptive or based on the old paradigms of hatred or greed, control, cruelty, just plain nastiness, my brother – they’re placed in these containers and that energy has no way, because they are sealed, and they are sealed by the mighty ones – myself, Michael, Raphael, Uriel, Jophiel and Gabriel. They are sealed. And in that sealing, their negative actions, emotions, et cetera, cannot escape.
“They remain there, continually and constantly penetrated by love and light. Now, the reason we tell you, ask you, guide you not to do this – first of all, you are not strong enough, and this is something that is done only in very extreme cases.
“If you look closely at one of these who are contained, sometimes you will hear screams, cries for mercy, false promises of good behavior, but they remain there until such time as the purification is absolutely complete. And that decision of removal lies in the hands of the Mother and Father.” (2)
He acknowledged that the Divine Plan had been changed and advised us not to expect a mass round-up and arrest of the Illuminati. That’s not the way this Ascension will proceed, he says.
“If you are looking for storm troopers, dear one, if you are looking for the activation of forces, then you are looking in the wrong place, because what you have need to do and what I am asking you to do is to begin to look with your third and fourth eye, and to begin to witness and to observe how these beings are being restrained and contained. And how what you think of as their sphere of influence is simply disappearing. …
Archangel Michael identified Jamie Dimon as one person who was contained.
“So this I ask of you. Do not become entrenched in what you think is going to be a third-dimensional quasi-military maneuver to go to people’s homes and put people in jail or in contained environments. The containment is on a whole, completely different level. …
“This is a method of bringing peace that has not been utilized – well, it has been utilized by a few select people, human beings that we have given this to, but it has not been used as a strategy, let us put it that way, since the time of intergalactic wars.
“Even when we removed what you have thought of as the, hmm, negative forces of the ETs, those who were abductors and slave masters, … to a different universe about a decade ago, we did not utilize this method.
“So that is what we are doing. That is the methodology that we want you to understand. … we are helping to simply contain those who have need to be contained so that things can go forward.” (3)
He explained why the Company of Heaven was using this approach:
“It is an act of love. We only do this because we know these beings and these groups deserve, just like all deserve, to be fully embraced in love. And they have been so reticent to do so. We are not altering their free will. They can act out or not within these containers. But it will not go anywhere.” (4)
By late-December 2012, Archangel Michael was declaring that the cabal was effectively contained.
Steve Beckow: Well, we certainly could use some flyovers and all the rest of it. Is there any problem now that the cabal is in containment?
Archangel Michael: No, there is no problem. The cabal is contained. That is not an issue. (1)
By March of 2013, SaLuSa was recognizing that the plan had changed and he identified containment as one reason why such measures as mass arrests had been abandoned.
“In the past there have been many references to arresting those who are the ringleaders of the dark Ones, and steadily they have been rounded up. You have also heard of ‘Containment’ and in this way we have been able to severely restrict their activities. Mass arrests were considered likely to evoke panic amongst you, as few would have had any knowledge of why it was happening.
“So we have opted for gradual changes and placed our representatives who are our allies, in positions that give more control to those of the Light. However, once we can come out openly, you will then see rapid changes taking place for which we have long been prepared. We assure you that you will eventually enjoy all of the benefits that have been promised to you, and we will be doing all we can to assist you.” (2)
The Pleiadian Council through Wes Annac discussed the new plan of rehabilitation of the cabal in April 2013:
“Souls in your mainstream media who display malevolent or service-to-self-based agendas will be kindly taken away from their positions and, depending on what their higher selves and their guides wish for them personally, will perhaps be rehabilitated of the negativity that would drive a malevolent perspective.
“This rehabilitation we speak of is not anything that will be forced onto anyone and rather, will be an optional choice that we are quite confident many souls steeped in negativity will accept.
“We speak (in part) of the souls who you refer to as ‘criminals’ who have entered into a specific archetype and way of Living for their current Earth experience.
“They will be offered the choice to rid themselves of the negativity that has driven many of their perspectives for so very long.” (3)
In May 2013, SanJAsKa and the Pleiadian High Council discussed the manner in which the dark cabal leaders were being worked with:
“We speak of these souls {Cabal} existing in a holographic reality wherein they think or assume they are pulling a massive, malevolent deed off, only to find that the events they planned so rigorously have not happened at all.
“This is one of the strongest aspects of the containment the cabal heads are experiencing at this time and along with this, they are fruitfully contacted in their dream state and are being worked with so that the malevolence that’s closed off their hearts for so long can no longer have the effects or cause the massive suffering and hardship it has.” (4)
What Archangel Michael said about Vladimir Putin and Russia could perhaps be said about other governments and their leaders emerging from containment:
Steve Beckow: I think a lot of Russian readers and listeners are wondering if they can trust Vladimir Putin.
Now, you’ve said he was in containment and he’s coming out of containment. Can you direct yourself to Russian listeners, please, and tell them what they need to know about Vladimir Putin, please?
Archangel Michael: Well, I will say that he has been gradually coming out of containment, and reintegrated, shall we say, into society and into his role and decisions. So what I say to you is be vigilant and be the observer. Do not get caught in what appears to be the drama of this readjustment of power. So, allow the shifting of the core and the centers of power to be adjusted.
Russia has a very important role to play in the future years, as I have said before. So, stand back, my friends. Be the observer. I am not asking you to extend your wholehearted trust and empathy to this individual. What I am asking you to do is to extend trust to your own discernment, because it is not 100 per cent clean, but it is not dirty either. (5)
But not everyone is in containment and those who are not, Archangel Michael tells us, can still occasionally throw a spanner in the works.
Archangel Michael: A great deal of the free-energy people are still slightly, can we say, underground, under cover.
SB Aren’t they in containment Lord?
AAM Not everybody who is wealthy from these enterprises is in containment. And do not even forget that not even a middle level manager, we are not talking about brutality or murder, but we are talking about sabotage and the ability to throw a spanner in the works.
So there is some residual fear on the part of those that are working on free energy to completely go public. But they will be there shortly. (6)
So the containment of negative souls, which was not an element of the plan years ago when the mass arrests and change of governments were considered, may also be an example of a change in the Divine Plan. Tomorrow we’ll discuss a third element: the rising energies.

The Case of the New Governments – Part 5/5
(Concluded from Part 4.)Impact of Rising Energies
Back in 2009 Matthew Ward told us what we could expect as the energies continued to rise.
“As planetary vibrations continue to rise, those ruthless manipulators will leave; their physical bodies cannot survive without the light that they refuse to accept, and the souls will go to worlds that correspond to their lifetime energy registration.” (1)
However I believe that the Company of Heaven has not known exactly exactly everything about what to expect because previously an Ascension with the physical body, including the gradual raising of the energies on the planet, has never been tried before.
The rising discontent of the masses as expressed in protests and campaigns is accentuated by these expanding energies, Matthew says.
“All actions and reactions are being accentuated in accordance with the energy acceleration, which you perceive as time passing faster and faster, and the wrangling and bickering over issues will evolve into unity of larger purpose as Earth continues approaching her Golden Age.” (2)
The energies are working with containment to alter the outlook of many in a position of power, Archangel Michael notes.
“But if the collective is saying, ‘Share. Let me participate. Let me be free. I demand my freedom,’ at the same time as those who are in power, who have wielded power – and we are not just talking about those in containment; that is a whole other, separate discussion; and yes, they are still in containment; and no, it is not a whimsy or a fantasy; that would be ridiculous – those in power are also having a change of heart.
“How is this occurring? Because the energy upon your planet, not only within you, but upon the planet, Gaia herself, is shifting, so that there is a different longing, a different desire, so that their focus is no longer on holding onto what they’ve got, so there is an easing and saying, ‘Yes, I think it is a good idea that there is broader participation.’” (3)
The ascended masters through Wes Annac also recognized the impact of this unfolding awakening:
“Your Divinity as a human being is beginning to be understood by a plethora of individuals who are in important positions on your world, who can use their positions for the betterment of mankind rather than for the progressing of darkly-inclined agendas.
“We speak of souls within your governments; your military and financial institutions; your education systems; and even souls within your entertainment industry who have become celebrities because of the roles they’ve played in films and television shows.
“Souls all over your world who are in important positions of influence are beginning to find subtle yet potent awakenings taking place in themselves, and they’re being activated for their greater mission at this time, just as you dear souls are.” (4)
We can expect to see more souls jumping ship, they say.
“Souls who have previously worked for the cabals will continue to jump ship and join-over to the side of the Light, and the containment of the cabal heads that we and your Galactic brethren have been working with much of ourselves on, will bear fruit in the form of leaders and people in positions of power seeming to take a left-turn with the ideals they express and the policies they attempt to put-into play.” (5)
Commander Ashtar tells us that we must anchor these energies and cause them to spread and thrive.
“We see the solutions for the world’s conflicts – not only in Turkey and Syria, which are currently keeping your media busy the most – but also the conflicts between the genders, between different population groups and religions. We see how these conflicts melt and what newly arises in their stead. And this is unique to your world – an unprecedented peace is awaiting you.
“You are asking, ‘When?’ Well this depends very much on you. Send out your Light and Love and help transform all the negative energies in your world. We are quite active in bringing in the energies of your Central Sun, but the real transmutation, the anchoring and the thriving of these incoming energies is your job.
“And – if we may be permitted to say so – actually your principal duty, irrespective of which other tasks you have additionally taken on.” (6)
Nonetheless Violence and Abuse Continue
Some instances of violence and abuse continue, the most glaring being the Syrian civil war. The Arcturian Group discuss what is happening there:
“You may say: ‘What about murders, and war?’ These experiences are usually karmic and are part of a soul lesson necessary in order to shift an individual beyond a particular state of consciousness–often one the person has held for many lifetimes.
“There are many still holding ancient warrior energy that needs to be re-experienced in order to be released and activated in a higher-dimensional sense.” (7)
Ashtar speaking through Philipp Schlienger called these instances of violence “the last gasp of the dark energies” in June 2013.
“At the moment many things are happening in your world that cause many of you to doubt in the Divine Plan. Many of you are asking, ‘How can it be that we are talking about Love and Peace, promising you the most wonderful things, while seemingly chaos, violence and oppression rule all around the world?’
“Please understand that this is the last gasp of the dark energies – anything that is not of the Light will now be washed away or transformed. The dark opposes this transformation – fights and stands up to the very last. But its fate is sealed.” (8)
What we’ve looked at here is one possible scenario depicting a change in the Divine Plan. Our purpose has been to offer some speculative insights into what circumstances can cause a change in the plan and how those changes could play out. In this case, the plan began as a scenario of mass arrests and wholesale government change and has now morphed into a scenario of containment and government reform.
